Key points. The Personal Information Protection Commission ("PIPC") has published the full text of 889 sanction decisions. A penalty surcharge appears in 163 of them and an administrative fine in 569; the rest impose only non-monetary measures. The single most enforced provision is art. 29, the duty to take safety measures, in 452 decisions. The respondent is named in 389 decisions and withheld in the rest, so counting by company gives a floor. 🔴 The surcharge total is not a distribution — a handful of decisions account for most of it, as the note under the table shows.

Korea’s regulator publishes what it decides. The problem is finding it. The decision board is searchable by title only, and the title of almost every sanction decision is the same string — "Decision on corrective measures for violations of the Personal Information Protection Act". A company name or an article number returns nothing. Neither does an English query, because the entire board is in Korean.

So the questions a foreign legal team actually asks — has the Commission ever sanctioned a company like ours, on what provision, and for how much — have had no source that could answer them. This page is that source: the published record in one table, with English labels for provisions, sanction types and committee bodies.

The numbers here are not a translation of the Korean table. They are the same table. Both pages read one view of the underlying data, and English wording is applied on top of it, so a figure cannot say one thing in Korean and another in English. Where an organisation uses an English name itself, that name appears with the Korean name beneath it; where it does not, the Korean name stands as written in the decision.
